Alcohol-Free Zones in Cumberland

Cumberland City Council has established a number of Alcohol-Free Zones across the local government area in accordance with the Local Government Act 1993. There are currently 46 Alcohol-Free Zones within the Cumberland Local Government Area that are due for renewal under Section 644 of the Act. This public exhibition seeks community feedback on the proposed continuation of these existing zones, which supports the objectives of Council’s Community Strategic Plan. The exhibition also includes a proposal for the establishment of an additional Alcohol-Free Zone in Regents Park, increasing the total number of Alcohol-Free Zones across the area to 47.

The Purpose of Alcohol-Free Zones

The purpose of Alcohol-Free Zones is to provide an early intervention measure that helps prevent the escalation of street drinking and associated antisocial behaviour into more serious incidents and criminal activity. Alcohol-Free Zones are enforced by the NSW Police Force, which has the authority to immediately seize and dispose of alcohol being consumed or possessed for consumption within a declared Alcohol-Free Zone.

Alcohol-Free Zones prohibit the consumption of alcohol within designated areas and may only be established on public roads, sections of public roads, footpaths, or public places that are car parks or parts of car parks, as provided for under the Local Government Act 1993.

The consumption of alcohol in other public places, including parks, reserves and civic spaces, is regulated separately under Section 632A of the Local Government Act 1993 through the declaration of Alcohol Prohibited Areas. Unlike Alcohol-Free Zones, Alcohol Prohibited Areas do not require a formal Council resolution. Consequently, parks, reserves and civic spaces throughout the Cumberland Local Government Area have been designated as Alcohol Prohibited Areas.

Why are we reviewing the AFZs?

The existing Alcohol-Free Zones (AFZs) have reached the end of their current operational term and are due for review and renewal. To inform this process, Council officers consulted with the NSW Police Force, including Cumberland Police Area Command and Auburn Police Area Command, to obtain their views on the effectiveness of AFZs in addressing alcohol-related antisocial behaviour and enhancing community safety.

Crime data and local intelligence were reviewed as part of this assessment, with both Police Area Commands providing advice and operational insights regarding the ongoing suitability and effectiveness of the existing AFZ network across the Cumberland Local Government Area.

Public Exhibition

During the public exhibition period, community members are invited to provide feedback on the proposed Alcohol-Free Zones (AFZs). The exhibition will be open for a period of 28 days, during which residents, businesses and other interested stakeholders are encouraged to make submissions.

Representations and objections are welcomed from any individual, organisation or community group regarding the proposed AFZs. Details of each proposed zone are provided below, and maps illustrating the proposed AFZ boundaries are available for download.

No final decision has been made at this stage. All community feedback received during the exhibition period will be carefully considered, together with submissions from the NSW Police Force, liquor licence holders, members of local Liquor Accords, the Community Wellbeing & Inclusion Committee, and relevant Council staff. Following this consultation and assessment process, Council will determine the final Alcohol-Free Zones later in 2026.

1. Rawson Street from Station Road to Macquarie Road.
2. Northumberland Road from Rawson Street to Hall Street.
3. South Parade from Auburn Road to Park Road.
4. Auburn Road from South Parade to Beatrice Street.
5. Mary Street from Auburn Road to Harrow Road.
6. Queen Street from Auburn Road to Park Road, including the closed section of Queen Street known as Auburn Central Town Square.
7. Harrow Road from Mary Street to Queen Street.

BERALA

1. Woodburn Road from Elizabeth Street to 134 Woodburn Road.
2. Elizabeth Street from Woodburn Road to Clarke Street.
3. The pedestrian walkway at Woodburn Road from Woodburn Road to the Berala railway station underpass.

2. Diamond Avenue from Enid Avenue extending into the Granville Centre car park, Enid Avenue from Diamond Avenue to Memorial Drive, Memorial Avenue from Enid Avenue to Duck Creek Canal.
3. Blaxcell Street from Eve Street to Oakleigh Avenue; Oakleigh Avenue from Blaxcell Street to Clyde Street; Clyde Street from Oakleigh Avenue to Dellwood Street and all streets within those boundaries.
